answering your comment in the commit message of r7842:

Console command still doesn't seem to work.

I tested it and it works. At least the command works and it sets the value for all bots (I tested it by adding some debug output, you can do that as well if you like). I can't tell if the botlevel works, but that's your job.

Please note that the command sets the level only for bots that are already in the game. Bots that are created afterward start with the default value of 1.0, becaus this is defined in the constructor.
